Welcome to this week’s “Lotto Matrix,” a weekly Friday compilation of the lottery industry’s most significant, interesting, or absurd happenings.
RIP, lottery pioneer Gloria A. Decker
Gloria A. Decker, a pioneering figure in the lottery industry and former executive director of the New Jersey Lottery, passed away on July 23 at the age of 91.
Decker’s tenure as executive director, from 1977 to 1982, was marked by significant growth and innovation within the New Jersey Lottery, which she joined just three years after its 1974 inception. Decker’s appointment as executive director was a historic moment, as she was nominated by Gov. Brendon T. Byrne and unanimously confirmed by the Senate, becoming the fourth person and the first woman to hold the position.
The New Jersey Lottery expressed in a statement its condolences to Decker’s family, noting her life of intense public service and devotion to her family. The statement highlighted her transformative influence on the industry and her lasting legacy that continues to shape the lottery to this day.
Under Decker’s visionary leadership, the New Jersey Lottery experienced nearly threefold growth. She was instrumental in the televising of the Pick-It numbers game drawings five days a week, a move that allowed players to purchase tickets and view the drawings on the same day. This initiative not only boosted the game’s popularity but also set a precedent for transparency and public engagement in lottery operations.
Decker’s legacy includes the introduction of the Pick 4 draw game, which was also televised and offered players the opportunity to select their own numbers for the first time. Another significant contribution by Decker was the introduction of the Pick 6 game, marking the first time such a game was offered in the United States.
Decker’s impact extended beyond game development; she was known for her dedication to civic engagement and her role as a “glass ceiling breaker” in what was then a male-dominated industry. Her colleagues remember her as hard-working, friendly, and collaborative, always prioritizing the best interests of the lottery and its players.
Ontario Lottery goes self-serve
The Ontario Lottery and Gaming Corporation (OLG) is introducing self-serve technology. This move aims to streamline the process of purchasing lottery products, making it more efficient and user-friendly for customers across the province.
Following a successful pilot project in the Greater Toronto Area and Sault Ste. Marie, OLG is implementing these self-serve units on a phased basis. The technology allows customers to purchase lottery tickets without the need for cashier assistance, reducing wait times and providing a more convenient experience.
The self-serve kiosks are designed with simplicity and ease of use in mind, featuring intuitive interfaces that guide users through the purchase process. They accept various forms of payment, including debit and credit cards, and are equipped with security features to ensure safe transactions.
The OLG has expressed that this initiative is part of a broader strategy to modernize lottery sales and enhance customer service.
Lotta winnings in Lotto Texas
An Austin, Texas, resident has laid claim to a colossal Lotto Texas jackpot prize, which was estimated at $29 million for the draw on June 24. Opting for the cash option at the time of purchase, the winner received $16,643,761.41 before taxes.
This event marks a significant moment in the history of the Texas Lottery, which has been operational since 1992. Over the years, the Texas Lottery has been a substantial financial boon for the state. According to the Texas Lottery, it has generated in excess of $39 billion in revenue and allocated over $87 billion in prizes to players.
Since 1997, the Texas Lottery has infused more than $33.4 billion into the Foundation School Fund, bolstering public education throughout Texas.
Moreover, the Texas Legislature has directed certain lottery revenues to benefit state programs, including the Fund for Veterans’ Assistance. This initiative reflects the state’s commitment to supporting those who have served, with the Texas Lottery contributing over $244 million since the inception of the first veterans-themed scratch ticket game in 2009.
Going cheap pays off big
A Maryland man decided to buy a cheaper lottery ticket to keep his wife happy, and after almost losing it, he ended up winning a $1.045 million Fast Play jackpot.
This unidentified Dundalk resident, while out with friends at a restaurant, had to choose between a $20 and $30 Fast Play ticket. Being a regular Maryland Lottery player, he thought about buying the more expensive ticket but worried his wife might be upset with such a big purchase.
To play it safe, he opted for the $20 “Extreme Green” Fast Play game. When the ticket printed, he checked it and was stunned to see he had won the Fast Play progressive jackpot of $1,045,588. Sometimes, it pays to try to save a few bucks.
The Bard would be proud
In an extraordinary act of philanthropy, Roy Cockrum, a former monk, has made headlines by donating $25 million to 39 theaters across the nation. A substantial 2014 Powerball win has allowed him to support the arts in a manner few can match.
Cockrum, who took a vow of poverty during his time in the monastic life, experienced a dramatic change in fortune that has enabled him to become a benefactor for the arts. His donations have been a lifeline for many struggling theaters, providing much-needed funds to revitalize and sustain their operations.
Cockrum’s story is not just one of personal financial gain but is also a narrative about giving back to a sector that often operates on the fringes of financial viability. His actions have highlighted the importance of patronage in the arts and have set a precedent for others who may find themselves in a position to give.
The former monk’s approach to philanthropy is grounded in his desire to see the arts thrive. He has expressed that his aim is not just to provide temporary relief but to ensure the long-term sustainability of these cultural institutions.
Illinois Lottery turns 50
The Illinois Lottery marked a significant milestone on Aug. 8 with the 50th anniversary of its inaugural drawing. The lottery has evolved into a substantial revenue generator for Illinois, contributing billions to state funds.
In fiscal year 2023, instant scratch tickets emerged as the dominant product in the lottery’s portfolio, generating $2 billion. This figure represents 57% of the total $3.6 billion in sales, underscoring the popularity of these games among consumers. The allure of instant wins continues to drive the sales of these tickets, reflecting a nationwide trend toward immediate gratification in lottery gaming.
Traditional lotto drawings, while not matching the sales volume of instant games, still contributed a significant $111 million to the total sales last year.
The Illinois Lottery’s success is not just measured in sales figures but also in its contributions to public programs and initiatives. Over the years, the lottery has funded education, infrastructure, and other critical state projects, becoming an integral part of Illinois’ financial planning.
A ‘fair’ deal
An individual’s fortunes took a dramatic and life-changing leap at the Orange County Fair last week. The California Lottery confirmed that a fairgoer struck gold, winning $1 million from a scratch-off ticket. This ticket was sold at the lottery’s own booth amidst the vibrant backdrop of the fair.
The winner, whose identity remains undisclosed, has become the talk of the town, and the California Lottery’s booth has seen an unprecedented surge in visitors since the announcement.
The fair’s organizers congratulated the winner and expressed their delight at being the venue for such a momentous occasion. They noted that the fair has always been a place where memories are made, and this year, it has added a million-dollar memory to its history.

Massachusetts looking for lottery platform
The Massachusetts Lottery is also in the market for a platform supplier. The Massachusetts State Lottery Commission has officially opened the bidding process for a new project aimed at modernizing its operations through the implementation of a full-service online lottery platform. This Request for Information (RFI) seeks to gather detailed data from potential vendors on their ability to deliver a comprehensive digital solution that encompasses a range of online game options.
With the bid open date set for Aug. 28, interested parties are encouraged to submit their proposals that demonstrate their capabilities in creating a secure and efficient online lottery experience. The commission emphasizes the importance of integrating advanced technologies that can support a robust online infrastructure, capable of handling high traffic volumes and providing a seamless gaming experience.
The RFI outlines several key areas of focus, including system security, user experience, game variety, and compliance with regulatory standards. Vendors are expected to present innovative solutions that not only meet the technical requirements but also align with the commission’s objectives of responsible gaming and ethical practices.
