New platforms will make lottery games more accessible and engaging for tech-savvy players

Like sports betting and casino gaming in the U.S., the online segment of lottery play continues to grow. West Virginia Lottery is now joining the list of iLottery states, set to modernize lottery participation with the launch of its “iPlay” platform on Thursday.
iPlay enables users to purchase tickets and play electronic instant-win games, or “e-Instants,” directly from their smartphones or tablets, removing the need to visit physical retailers. The iPlay platform could potentially increase participation by making the lottery more accessible and engaging for tech-savvy players.
The e-Instant games are at the heart of iPlay’s appeal. Much like traditional scratch-off tickets, these digital versions offer players the chance to win cash prizes instantly. However, they take the experience a step further by adding interactive features that allow players to enjoy animated or visually engaging elements.
Given the potential for excessive spending in the realm of online gaming, iPlay has incorporated multiple features to encourage responsible gaming. Age verification, self-exclusion options, and spending limit controls are integrated into the app, giving players the ability to enjoy the lottery responsibly and within their personal financial limits.
Bonus points with PlayOn
West Virginia will also debut a new loyalty program, PlayOn, in conjunction with iPlay. PlayOn offers users points for each lottery purchase, both in-store and online, which can be used to access exclusive second-chance drawings and earn various rewards.
Players who create an account with iPlay are automatically enrolled in PlayOn, allowing them to begin accumulating points right away. The system is also inclusive of players who prefer traditional in-store lottery tickets, as anyone can sign up for PlayOn independently and link their purchases to receive points. This loyalty system not only offers added benefits for frequent players but also serves as an incentive for new customers to give the lottery a try.
The launch of iPlay and PlayOn represents another phase of growth and modernization for the West Virginia Lottery, which first launched in 1986. Since then, the lottery has generated over $10 billion in revenue, with proceeds going toward various state programs, including education, senior services, and tourism.
iLottery continues to take off
West Virginia’s move into digital lottery services reflects a broader trend in the U.S., as several other states have also adopted online lottery platforms. Michigan, New Jersey, Pennsylvania, and Illinois, among others, currently allow players to purchase lottery tickets and play instant-win games online.
Each state’s platform varies slightly, with some offering a more extensive selection of digital games than others, but the goal is the same: to provide a convenient and secure way for players to participate in the lottery remotely. These digital platforms also proved to be particularly effective during the pandemic, when physical distancing limited access to retail locations.
West Virginia’s iPlay platform may ultimately reshape how residents participate in the lottery. By making the lottery accessible to anyone with a mobile device, it opens the door for a younger demographic, and the addition of PlayOn adds value that incentivizes long-term participation.
